This is skilled work maintaining County roads and bridgesthat involves the operation of equipment and the performance of manual laboractivities.
Generally, the hiring range is $57,496-$71,870 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The followingexamples are illustrative only and are not intended to be all inclusive.)
- Operates equipment including pickups, single axle trucks, tandem axle trucks, tractor-trailers, rollers, water tankers, mowers, sweepers, loaders, backhoes, excavators, snowplows, sanders, motor graders, dozers, scrapers, paving equipment, milling machines, concrete mixers, mud jack pumps, curb machines, sprayers, and other construction and maintenance equipment.
- Performs a variety of road maintenance tasks involving the operation of the equipment stated above and manual labor tasks, including pothole repair, concrete repair, asphalt overlays, culvert repair and maintenance, bridge repair, shoulder maintenance, ditch maintenance, shoveling, raking, fence construction, tree trimming, etc.
- Responds to emergency situations including, but not limited to: blizzards, fires, floods, and other disasters.
- Performs snow and ice removal, which includes the application of anti-icing and deicing materials.
- Assists with placement of traffic control signage and provides traffic flagging during construction activities.
- Performs daily inspection on equipment and vehicles used.
- May lead maintenance activities as part of a larger operation for which there is an on-site supervisor, or may be assigned to independently lead operations of a small crew, generally made up of four employees or less, as they perform independent maintenance activities that are less complex in nature.
- May lead the mobilization and demobilization of supplies, equipment, and crews in job site set up and work completion in accordance with safety, quality, and performance standards and procedures.Helps ensure close-out of work orders.
- Collaborates with Supervisors and Assistant Supervisors on the planning of individual tasks associated with smaller crew sizes including the development of temporary traffic control plans.
- Operates all equipment and tools including heavy equipment needed to perform maintenance tasks and provide training for others in equipment operation.
- Helps ensure good customer service. Collaborates with Supervisors to respond to customer service requests. Required to model good customer service and adherence to the code of conduct.
- Helps ensure all work meets departmental expectations. Helps ensure compliance with project rules, procedures, applicable laws, and regulations. Supports department vision, mission, goals, objectives, policy, and procedures.
- Helps provide training on County policies and procedures. Helps to ensure safe operations by monitoring adherence to safety rules and regulations.
- Helps ensure that all equipment is properly maintained. May perform equipment maintenance/fabrication.
- Performs manual labor using various hand tools or equipment, including shovels, picks, jackhammers, power saws, and other tools.
- Paints and sandblasts structures.
- Installs and repairs guardrail, fencing, snow fence, culverts, and other road structures.
- Establishes and maintains positive and effective working relationships with those contacted in the performance of required duties.
- Transports heavy machinery and vehicles to and from job locations.
- Required to complete at least one external training session/class. Must be a minimum of four hours.
- Performs miscellaneous minor maintenance work on vehicles and equipment.
- Collects debris along County roads.
- Performs other duties as assigned.
INDEPENDENT JUDGMENT: Work is often performed independentlyand requires self-initiative and good judgment.
SUPERVISION RECEIVED: Works under general supervision with defined tasks.
SUPERVISORY RESPONSIBILITIES: This position does not directly superviseother employees.
MINIMUM QUALIFICATIONS: EDUCATION and/or EXPERIENCE:
- A high school diploma or GED supplemented byfive years' experience in highway maintenance or equipment operation.
- Four years must be at Douglas County as an Equipment Operator, ConcreteFinisher, or similar role.
- All criteria identified in the mostcurrent Equipment Operator II promotion evaluation and scoring form must be met,including active certifications and training. Incumbent must have a totalminimum score of 50% of the maximum possible score.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge:
- Construction and realignment earthwork.
- Geography of the County's Street and road system.
- Occupational hazards and standard safety precautions necessary in the performance of assigned duties.
Skills:
- Snow and ice control.
- Street/highway maintenance, repair and construction and work zone practices.
- Use and care of equipment used in the performance of job tasks.
- Maintain and construct drainage structures, native and gravel surface roads, paved roads, and roadway drainage systems.
- Measure distances accurately and lay out work precisely.
- Basic computer skills and ability to use software such as Microsoft Office products and email.
Abilities:
- Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
- Ability to communicate effectively.
- Ability to read and comprehend instructions, safety rules and manuals, short correspondence, and memos and the ability to perform basic math.
- Ability to apply common sense understanding to carry out instructions and deviate from those instructions if the conditions warrant.
- Apply problems solving skills in a variety of circumstances.
- Perform work in emergency situations.
- Work independently in the absence of supervision and make independent decisions.
CERTIFICATIONS, LICENSES, & REGISTRATIONS:
- Must possess a State of Colorado Commercial Driver License Class A with tanker endorsement upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment. Incumbents in this position must meet the Department of Transportation physical exam and drug and alcohol testing requirements.
- Must have an active ATSSA Traffic Control Certification (certificate of training for ATSSA Traffic Control Supervisor Certification preferred). An equivalent certification from another agency may be considered.
- Must have a Flagger Certification.
- Must complete assigned training as required by the Department.
WORK ENVIRONMENT:
Physical Work Environment: Exposure to weather, noise, vibration,confined/restricted working environment, and platform for movement. Working inroadways or constructions zones.
Physical Demands: Ability to perform continuous strenuousphysical labor for up to 10 hours a day. (May exceed 12 hours during times ofsnow removal or construction or emergency situations.) Must be able to lift and/or move up to 50 poundsfrequently. Climbing, balancing, stooping, standing, walking, walking on uneventerrain, kneeling, crouching, reaching, handling, fingering, and feeling.
Material and Equipment DirectlyUsed: Office equipment, basic hand tools, power tools and small motorizedequipment, and a variety of vehicles and heavy equipment.

This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
