This position now has a remote* work option. Summary The purpose of this position is to perform plan reviews for projects located within the jurisdictional boundaries of the Town of Chapel Hill. Reviews are for both residential and complex multi-trade commercial projects for approval and issuance of permits. Our current need is for this candidate to complete mainly residential, trade work and specialty reviews. Plan reviews will be assigned on an as needed basis as the area development ramps up. This is accomplished by regularly exercising technical judgment and discretion based on applicable state and local codes and ordinances and best practices.
This position is open until filled and may close prior to the posted end date. Essential Functions Essential Functions - Collaborate with the Plan Review Team on decisions and alternate methods and materials, etc
- Reviews multi-trade plans for residential and commercial projects of all types of construction for code compliance.
- Interprets the building code, informing applicants of all code violations as it relates to plans under review and updating the computer system as required to maintain status of review results in a professional manner.
- As directed, attends pre-permitting and pre-construction meetings ahead of permitting.
- Performs basic administrative duties such as responding to and sending emails, phone calls and meeting with citizens and members of the professional community in a timely manner, while demonstrating great customer service and Town's RESPECT values to maintain great working relationships with a focus on problem resolution.
- Attends staff meetings of varying degrees to contribute to regular information sharing and communication, taking the lead when necessary.
- Attends trainings and continuing education as it relates to the fulfillment duties, retention of certifications and expansion of knowledge.
- Participates on internal review and alternative materials and methods committee
- Performs field inspections and site visits as directed to include those after adverse events
- Performs other duties as assigned.
Supervision Exercised - Technical supervision of certified staff may be requested.
Physical demands - The work is typically performed while sitting or standing. The employee uses equipment requiring a high degree of dexterity.
- Voice communication is required for expressing or exchanging ideas by means of spoken word and conveying detailed information.
- Hearing is required to perceive information at normal spoken word levels and to received detailed information through oral communications and/or make fine distinctions in sound. Visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work and observing general surrounds and activities when present on a job site.
Work environment - The work is typically performed in an office but a site visits will be necessary to understand scope of work or perform an inspection. On site visits may involve areas of limited mobility and be in extreme temperatures.

Minimum Qualifications Knowledge of and ability to apply - Current North Carolina Codes for all disciplines required for the most complex review Relevant and applicable local ordinances and NC General Statutes

Certification Requirements - Ideal candidate will possess active and current Standard Level 3 certifications by the NC Code Qualifications Board in all trades; or
- Candidates will be considered if they possess certificates in all trades at varied levels (even probationary) with the ability to work up to the ideal level 3 certificates in all trades; or
- Candidates may be considered if they can produce prequalification letter(s) from NCDOI indicating that certificates can be secured in all trades.
Other Licenses/Certifications - The possession of or the ability to readily obtain a valid driver's license issued by the State of North Carolina.
Education & Experience - A high school diploma or equivalent
- At least four (4) years of related public sector experience in construction enforcement, construction plan review or an equivalent.
Supplemental Information This position is exempt. This classification has been designated as Safety Sensitive and is subject to random drug and alcohol testing.
This position is driving essential and must conform to the requirements of the Town's Accident and Safe Driving procedures.

Remote work option includes the ability to work remote for the majority of your work time. There is the expectation to come into the office for required meetings. You are expected to be available and respond quickly as if you were physically at work, for the duration of your assigned work hours via email, Teams, phone, and text while working remotely. You will also be expected to meet all established review timeframes in accordance with established performance measures. Documentation of adherence to the plan review checklist will be requested for consistency.
This agreement will be evaluated for effectiveness on an incremental basis through structured check-ins with your supervisor. If issues are noted or the requirement to be in person are not fulfilled, the remote arrangement can be discontinued, and you will be expected to continue your work from the office or within the parameters of the flexible work schedule as per your supervisor.

Health Insurance Health insurance is effective the first day of employment. The town will provide full-time employees group medical insurance including family coverage. Employees and the town will share equally in the additional cost of the base plan for dependent coverage if employees desire to purchase such coverage for family members.
Retirement Health Savings Plan Employees hired after June 30, 2010, in a regular full-time or regular part- time position are required to participate in the Retirement Health Savings Plan. Contributions are taken on a pre-tax basis. The current contribution amount is 1%.
Dental Insurance Dental insurance is optional and is paid for by the employee. Coverage for eligible dependents is also available.
Paid Time Off - Vacation/Annual Leave: Employees in regular full or part time positions earn between 12 and 26 days per year depending upon length of Town service.
- Sick Leave: Employees in full or part time regular positions earn 12 days per year.
- Paid Parental Leave: Eligible employees receive 6 weeks of Paid Parental Leave after birth or placement of a child in the home for adoption or foster care. This leave does not come from Employee's leave bank.
- Paid Holidays: There are 12 official Town holidays. Employees in full or part time regular positions are eligible for paid holiday time.
- Personal Leave: All employees in full or part time regular positions are granted 3 days of personal leave per year. This leave is non-cumulative
Local Government Retirement System All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans - NC 401(k)-The Town makes a contribution of 5% to the 401(k) for all regular full and part time employees. There is no employee match required. Employees have the option of making contributions on a pre or post tax basis. The plan is administered by Prudential.
- 457 Deferred Compensation Plan-Town of Chapel Hill employees have the option of making contributions to a 457. The Town does not make contributions to this plan. The plan is administered by ICMA.
Disability Insurance - Town Provided: The Town provides both short term and long term disability insurance to all regular full or part time employees. The plan will pay up to 50% of the employee's base income for non-job related injuries.
- Voluntary Short Term Disability: Employees have the option of purchasing supplemental disability insurance. This plan will pay employees a maximum of 25% of their base weekly earnings up to $400.
Life Insurance The Town provides full and part time regular employees with an individual term life insurance policy. Employees have the option of purchasing additional life insurance for a small fee. Dependent life insurance is also available.
Direct Deposit All employees hired after July 1, 2007 are required to have direct deposit.
