Water Treatment Plant Operator Grade 13 Salary:$40,872.00 ($19.65 hr) - $44,179.20 ($21.24 hr)

Supervisor: Jeff Chandler/ Superintendent of Billing and Water Treatment

MINIMUM QUALIFICATIONS

Must have High School diploma or GED. Must be able to obtain and maintain a Class III Water Treatment Certification. Must possess and maintain a valid Georgia Driver's License. Pick up and 60 pounds.

PURPOSE OF CLASSIFICATION

Performs duties to operate and maintain equipment in the water treatment and transmission system, and provides quality, potable water to customers.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Must be able to read and comprehend technical information, directives, manuals, memos, reports, as well as, other work-related materials. Must have the ability to prepare analysis sheets, reports, inventories, logbook, purchase orders, and work requests, must be able to calculate dosages and preform general math calculations.

  • Read and record information on forms, checklist, and shift log.
  • Demonstrate knowledge of plant flow pattern.
  • Demonstrate knowledge of plant equipment as required.
  • Knowledge of sampling locations, collection, Chain of Custody, and sample preservation.
  • Safely operate equipment as required.
  • Able to input and retrieve data form computer.
  • Explain and demonstrate correct chemical handling procedures.
  • Must be able to pick up and move 60 pounds.
  • Demonstrate ability to perform lab test as required.
  • Able to maintain the laboratory QA/QC Program.
  • Prepare Work Orders

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of federal, state and local laws and regulations pertaining to water treatment and water system construction and maintenance; knowledge of the operating characteristics and maintenance requirements of water treatment plants; knowledge of the principles and techniques of water utility line installation, construction, repair and maintenance; knowledge of the tools, materials and equipment used in water utility line construction and maintenance work; knowledge of basic equipment and vehicle maintenance practices and procedures; knowledge of occupational hazards and safety techniques; knowledge of departmental functions, organization, and policies; knowledge of the principles of supervision; knowledge of basic budgeting principles; knowledge of utility business office management; knowledge of standard office practices and procedures; knowledge of billing and basic mathematics; knowledge of filing and record keeping methods; knowledge of standard office equipment; and knowledge of basic computer applications and techniques.

Skill in operating basic construction-related machinery and equipment; skill in the care and use of common mechanic tools and hand tools; skill in customer service and interpersonal relations; skill in operating standard office equipment; and skill in utilizing various computer software programs relevant to the position.

Ability to effectively supervise staff in assigned area; ability to operate basic construction-related machinery and equipment; ability to understand and explain departmental policies, procedures, rules and regulations; ability to organize work activities and establish priorities; ability to carry out projects with minimal supervision; ability to understand and follow written and oral instructions; ability to communicate effectively both orally and in writing; ability to prepare reports and maintain records; ability to read/interpret maps and diagrams; ability to establish and maintain effective working relationships with employees, customers, contractors, other agencies, and the general public; ability to effectively interact with customers in a firm but tactful manner; ability to perform required mathematical calculations; ability to operate standard office equipment; ability to utilize various computer software programs relevant to the position; ability to perform basic equipment and vehicle maintenance tasks; ability to stoop, kneel, climb, or otherwise physically maneuver with equipment and on work sites; ability to safely lift and/or carry weights of up to 100 pounds; and ability to operate a motor vehicle.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be able to operate a variety of equipment and tools which may include a computer, printer, typewriter, copy machine, calculator, two-way radio, telephone, truck, backhoe, trencher, boring equipment, wet tapping machine, welder, torch, air compressor, jackhammer, various saws, backflow prevention tester, multimeter, metal detector, shovel, and mechanic tools. Physical demand requirements are at levels of those for heavy work.

DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, maps, plats, engineering plans, legal code books, reference materials, operational manuals, and procedural manuals.

INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange water utility, mechanical, and construction-related information, including giving assignments and/or directions to co-workers or assistants as well as communicating with the general public.

LANGUAGE ABILITY: Requires ability to read a variety of water utility, mechanical and construction-related documentation, directions, instructions, and methods and procedures. Requires the ability to complete forms and to write job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

INTELLIGENCE: Requires the ability to learn and understand relatively complex water utility, mechanical, and construction-related principles and techniques; to understand departmental policies and procedures; to make independent judgments in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide totals; determine time and weight; determine percentages; and interpret statistical data.

FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using job related equipment and to operate motor vehicles.

MANUAL DEXTERITY: Requires the ability to handle a variety of items, job related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.

COLOR DIFFERENTIATION: Requires the ability to discern color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under moderate stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
